There is a school called Seven Winds up north. The site is beginner friendly, but keep in mind it is a soaring site and midseason brings some strong winds. If you are there to improve your kiting, then it might be too strong. Take-off here is sandy, not so good for your light weight kit.

What are the local regulations?

No regulations, no registrations, no license requirements. Just remember that there are important airspace limitations, which change frequently, and it is best to ask local XC pilots advice for this, especially if you would like to fly outside of the weekends.

Midseason brings some strong winds. If you are there to improve your kiting, then it might be too strong.
